In the CompanyName.ini file, there is a section called [2D]. The first time the user goes to edit the 2D Views dialog, this section is duplicated to the [2D Resets] section of this ini file. Thus, when you go to distribute a project, you should have the [2D] section filled out with the defaults you want (and this is the section that will also save the users changes) but you should NOT have a [2D Resets] section. Erase this section from the CompanyName.ini file prior to distribution.
